Consulting Services for 2050 Comprehensive Plan Update

In preparation for the 2050 Comprehensive Planning cycle , the City conducted an audit of its 2040 Comprehensive Plan , as well as other planning documents and studies . The audit evaluated these materials for consistency with the Metropolitan Council ’ s 2050 system statements and minimum plan requirements . Based on the audit findings , the City is seeking a firm to provide the scope of services outlined below . The proposal must confirm that the firm can provide all services identified in the scope . It should specify whether each service will be performed by firm staff or by an external partner or subcontractor . The schedule and cost proposal must itemize each service , including the associated cost , estimated time allocation , and the team member ( s ) responsible for delivering the service . Additional details regarding schedule and cost submission requirements are provided in Section III of this RFQ . The City ’ s Engineering Division will issue separate RFPs regarding the Transportation , Sanitary Sewer , Stormwater , and Drinking Water Supply elements . Those RFPs will then result in subcontracts that will be managed separately from the contract stemming from this RFQ . 1 . Project Management and Coordination • Develop a detailed work plan and schedule . • Conduct regular coordination meetings with City staff project management team . • Provide ongoing communication and progress reporting . • Incorporate supporting engineering project work ( water resources , transportation , climate ). 2 . Community Engagement Support Community engagement is essential to the success of this process and updated Plan . Effective , inclusive engagement will ensure the Plan reflects community needs , priorities , and values , and will directly inform visioning , analysis , and recommendations . This work will help build shared understanding , trust , and support for a Plan that is actionable and broadly supported . • Collaborate with City Staff to prepare a community engagement strategy and approach for the project . • Support City - led community engagement activities , public meetings , surveys , and stakeholder outreach . • Prepare engagement materials , facilitation , documentation , and analysis . • Present to Advisory Committees , Boards , and City Council as necessary . • Summarize community input and how it informed Plan updates and recommendations .
