This specifica � on covers furnishing , delivery , installa � on , start - up , and cer � fica � on of one ( 1 ) complete Con � nuous Par � culate Mater Monitoring System ( PM CEMS ) for wet or saturated stack service on Unit 4 , employing a heated extrac � ve op � cal - scatering measurement principle suitable for PS - 11 cer � fica � on . The system shall con � nuously measure filterable par � culate mater for compliance with EPA MATS and all applicable EPA performance and QA / QC specifica � ons . Monitoring Need and Opera � ng Condi � ons • The Unit 4 stack operates at very low par � culate concentra � ons — typically ≈ 1 mg / m³ under normal combus � on and par � culate - control condi � ons . • During PS - 11 correla � on and Rou � ne Correla � on Audit ( RCA ) tes � ng , when control equipment is inten � onally de - tuned , par � culate concentra � ons may rise to 2 – 3 mg / m³ and occasionally ≥ 10 mg / m³ . • Therefore , the PM CEMS shall be capable of : 1 . Stable , accurate measurement at or below 1 mg / m³ under wet / saturated flue - gas condi � ons ; and 2 . Maintaining linearity and correla � on accuracy throughout the higher concentra � on ranges encountered during PS - 11 or RCA tes � ng .
