Replace WVDOT ' s legacy vehicle crash reporting and e - citation systems with a modern vendor - provided and supported web - based application that improves business process efficiencies with little to no interruption to the State ' s crash reporting and citation tracking business processes and is also scalable and responsive to change . Provide a vehicle crash reporting solution that fully supports crash record data collection by law enforcement in the field in compliance with the National Highway Safety Administration Model Minimum Uniform Crash Criteria Sixth Edition , while providing flexibility and scalability to meet future requirements . Provide a user - friendly method for law enforcement to identify the location of a crash or citation by placing a pin on a map , integrated with the WVDOT location referencing system ( LRS ), that will automatically locate the crash , with an opportunity for the law enforcement officer to override the location if required . The integration with the LRS will enable prepopulated roadway inventory and other related attributes on the crash report or citation , with the capability of overrides by the law enforcement officer .
