Roof Replacement for Runner Cafe, Project Number PR9087 Bid No.: CSUB-RFP-10342 California State University, Bakersfield 9001 Stockdale Hwy. Bakersfield, CA 93311 The Trustees of the California State University will receive sealed bid proposals from pre-qualified bidders in the Administration West Building Room 102, at the above address, for furnishing all labor and materials for construction of the above-named Project, Project Number PR9087, for the California State University, Bakersfield campus. Sealed bid proposals will be received in the above-mentioned room until 2:00 p.m. on  May 23, 2023, in accordance with the contract documents at which time the proposals will be publicly opened and read. In general, the work consists of the Runner Café roof replacement in accordance with the plans and specifications prepared by KSA Group Architects currently doing business as Ordiz-Melby Architects; 5500 Ming Ave. #280 Bakersfield, CA 93309;  Danny Ordiz, AIA, Leed AP; telephone: 661-832-5258; e-mail: dordiz@ordizmelby.com.  Architect¿s construction estimate is $1.2 million.. A sample Bid package with specifications will be available electronically after the Mandatory Bidders Site Walk. Financial Prequalified Contractors will receive an updated packet that includes all original forms necessary to bid. A Mandatory pre-bid walkthrough has been scheduled for April 25, 2023, at 2:00 PM. Interested bidders should assemble on the north side of the Runner Café at the loading dock on the campus. It is the only time bidders can walk through the project area with the Design Architect. Each bidder offering a proposal must comply with Bidding provisions of Article 32.02b et seq. in the Contract General Conditions. Bidders must be prequalified with the Trustees and submit their prequalification applications no less than ten (10) business days prior to the bid due date. The Trustees require the successful bidder to achieve three percent (3%) DVBE participation in contracting construction projects as established in the bidding documents, and this must occur prior to the bid opening. In accordance with Government Code section 14838(f), and Military and Veterans Code sections 999.5(a) and 999.5(d), the Trustees are granting a bid incentive for bid evaluation purposes only to Bidders that exceed the three percent DVBE participation requirement. The level of DVBE incentive will correlate to the level of participation; that is, the more DVBE participation proposed, the higher the incentive. DVBE Participation       Incentive 3.00% to 3.99% None 4.00% to 4.99% 1% 5.00% to 5.99% 2% 6.00% or more         3% Each bidder shall be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions, especially the Insurance Requirements for the CSU Builders Risk Insurance Program (BRIP). This project will be enrolled into the BRIP. This project is a public works project and is subject to prevailing wage rate laws (Contract General Conditions, Article 35.02). All contractors and all tiers of subcontractors who will work on this project shall register to bid and work on public works projects with the Dept. of Industrial Relations, and maintain current this registration pursuant to Labor Code section 1725.5. It will be the responsibility of each bidder to obtain a bid proposal package in sufficient time to fulfill requirements therein.
