A . Provide full - service debt collection , where the Contractor is not merely collecting penalties through written correspondence . B . Provide skip - tracing abilities . C . Possess credit report accounts nationwide . D . File legal action on accounts . E . Provide fully computerized office services , and not merely an account card service , which includes reporting to credit bureaus electronically , using an automated direct dialer system , storing all documents on a computer , saving to a secure server and working directly from the system . F . Provide reports that include , but are not limited to , capturing information relating to the aging commission of delinquent accounts , describing structures , as well as combining all accounts into one ( 1 ) cumulative list . G . Possess a valid business license . H . Have no disciplinary action taken against them by any other State agencies or government entities . I . Not charging the State until the debt is collected . J . Conduct no settlement of any account without the CSLB ’ s written authorization . K . Bear all costs for court and legal fees relating to debt collection . L . Not forward accounts to another collection agency for debt collection without written permission from the CSLB . M . Not compromise settlements on claims , which have been assigned , without written authorization from the CSLB . N . Maintain a principal ( Headquarters ) office in California . O . Employ all lawful methods to collect the unpaid civil penalties , accept payments made by debtors , and forward debtors ’ payments to the CSLB , as required . P . Provide copies of Certificate of Insurance Bonding , Liability Insurance , and Workers Compensation Insurance Certificate to the CSLB upon request .
