In this case, the proposed approachsupports the Government Procurement Principles, including value for money, bymaintaining continuity of provider given the significant reliance on, and investment in, priordiscovery work, established executive relationships, and programme sequencing.Transitioning to an alternative provider at this stage would require re-establishment ofcontext and trust, resulting in duplication of effort and introducing material delivery andorganisational risk, such that no reasonable substitute exists that would achieve the sameoutcome without disruption.The risks associated with pausing delivery or transitioning to a different provider at this stageare considered higher than the residual procurement risk associated with direct sourcing. |
