DEVELOPMENT OF A COMPREHENSIVE PLAN

The City of Asheboro ( CITY ) is soliciting qualifications from experienced qualified firms ( FIRM ) interested in leading the development of a Comprehensive Plan to guide the city ’ s longrange physical , economic , and social development . The plan should offer both policy recommendations and implementation strategies to manage growth , preserve community character , and enhance quality of life through the year 2040 . The plan should be structured to reflect Asheboro ’ s identity and goals while drawing upon best practices from other successful comprehensive plans made by similar municipalities in North Carolina . SCOPE OF SERVICES The scope of services listed below is not intended to be a comprehensive list of what the FIRM will provide . It is expected that the FIRM ’ s proposals will provide more specific recommendations for approaches , tasks and deliverables based on their experience and expertise from past work on comprehensive plan projects . The final scope of services will be developed in collaboration with the selected FIRM but the scope , at minimum , will include the following : A . Data Collection and Evaluation : The FIRM will collect local , regional and national data , including demographic , land use , infrastructure , housing , and economic data to evaluate existing conditions . B . Community Engagement and Visioning : An effective and authentic participation by residents , stakeholders , and community organizations will be critical to the success of this initiative . The FIRM is expected to formulate and execute an innovative and robust public engagement strategy . C . Land Development Plan Review and Update : The FIRM will produce a new future land use and growth strategy map and corresponding land development goals and objectives D . Housing Analysis . Recognizing the importance of an adequate and safe housing supply for all income levels , the FIRM will assist the CITY with striking the right balance between workforce and market rate dwelling units E . Transportation Plan Execution : T h e F I R M w i l l develop guiding principles that will lead to successful implementation of the Comprehensive Transportation Plan currently under development with the North Carolina Department of Transportation . F . Public Safety : Preparing for the future means planning for adequate police and fire protection . The FIRM will assist the CITY with identifying future provisions for public safety . G . Water and Wastewater Infrastructure . The FIRM will help the CITY to develop strategies necessary to ensure infrastructure keeps pace with existing and future development patterns . H . Recreation Plan Review . The FIRM will advise the CITY regarding necessary revisions to the 2021 Recreation Plan . I . Economic Development Assessment . Today ’ s economic environment is continuously evolving . The FIRM will provide the CITY with an evaluation of its economic development strategies and policies to position it for success . J . Cultural and Natural Resources . The CITY possesses unique community and environmental assets , including but not limited to the North Carolina Zoo , that must be protected and leveraged . The FIRM will provide strategies to maximize the value of all exceptional resources .
