MINIMUM QUALIFICATIONS A . The Contractor shall have a minimum of three ( 3 ) years of experience printing Cigarette Tax Stamps for a state facility within the continental United States . 2 . 2 STAFFING A . Within five ( 5 ) business days of being awarded the contract , the Contractor shall provide to the Department the contact information of the representative ( s ) who will be servicing the contract , including : 1 . Name of representative ( s ). 2 . Telephone number of representative ( s ). 3 . Email address of representative ( s ). 2 . 3 PRINTING A . The Contractor shall print and deliver two ( 2 ) different cigarette tax stamps ( herein referred to tax stamps ) for DFA , in accordance with the requirements as stated in this IFB . B . The Contractor shall print tax stamps as identified by : 1 . Description 2 . Quantities 3 . Required color / design 2 . 4 TAX STAMP SPECIFICATIONS A . The stamps must be made on unique , safety tinted , mill - controlled , colored paper furnished by the Contractor . B . DFA will select the colors at the time of the order and will determine the final paper color in consultation with the Contractor . C . Paper color may change throughout the term of the contract . D . All paper must be : 1 . Imprinted with safety tint . 2 . Arranged and printed so that it cannot be photographed on colored paper . 3 . Approved by DFA . E . The safety tint must : 1 . Transfer with the machine applied tax stamps . 2 . Transfer with the tax stamps and lettering extending beyond the edges of the tax stamp . 3 . Print the lettering as to appear on the face of the tax stamp . 4 . Appear on the paper between the tax stamps
