Description

Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Per FAR 52.215-3. (a) The Government does not intend to award a contract on the basis of this Request for Information (RFI) or otherwise pay for the information solicited. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback regarding its submission. This RFI does not commit the Government to contract for any supply or service. The Corporation for National and Community Service (AmeriCorps) is not currently seeking proposals. AmeriCorps will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. AmeriCorps reserves the right to cancel the RFI process at any time. All responses to this RFI become the property of the Federal Government and will not be returned. Background and Purpose: For nearly three decades, The Corporation for National and Community Service (AmeriCorps) has tapped the ingenuity and courage of the American people to meet our toughest challenges. Working with nonprofit and community organizations, state and local agencies, Tribal nations, and other partners, AmeriCorps programs improve lives, strengthen communities, and foster civic engagement through service and volunteering. Each year, AmeriCorps engages Americans of all ages and backgrounds in sustained, results-driven service at thousands of locations across the country, meeting a wide range of community needs in education, health, economic opportunity, disaster services, environmental stewardship, and supporting veterans and military families. The Domestic Volunteer Service Act, VISTA’s legislating authority, requires that the program establishes and maintains a Volunteer placement office and is responsible for all functions related to the recruitment and placement of Volunteers. Under the national service program component of the National Civilian Community Corps Program authorized by section 152(a), eligible young people shall work in teams on National Civilian Community Corps projects. The Corporation shall disseminate information regarding available approved national service positions through cooperation with secondary schools, institutions of higher education, etc. AmeriCorps VISTA and NCCC seek a college recruitment platform such as Handshake to improve recruitment. Since a large amount of AmeriCorps members across the network are 18-28 years old, reaching current and recently graduated college students is critical to this objective. With Handshake, AmeriCorps will be able to seamlessly communicate with over 20 million college-aged individuals at over 1,600 universities and colleges and promote service opportunities to this group. Overview of Requirement: A draft Performance Work Statement (PWS) is provided as an attachment. Proposed NAICS Code: The proposed North American Industry Classification System (NAICS) Code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services $40. Requested Information: Interested parties are requested to respond to this RFI with a white paper to include capabilities that address the ability to meet the objectives, possible solutions, cost/schedules, and existing contracts where this service is available (e.g. GSA Schedule contract) related to the SOW requirements. Responses: Interested vendors are requested to respond to this RFI no later than Wednesday, August 6, 2026 by 1:00 PM EST by emailing Andrew Sargeant at asargeant@americorps.gov. Responses submitted after this date and time will not be taken into consideration. All correspondences should include in the subject line: “RFI – Handshake – vendor name” Provide all responses in PDF format. There is no specified format for the white papers, but they must be limited to no more than ten (10) pages with type font no smaller than 12-point. The cover page of the response shall include the following: 1. Vendor Name 2. Primary Point of Contact (including email and phone number) 3. Address 4.Unique Entity ID (UEI) 1. Business size status (if a small business, provide socioeconomic program, if applicable) 2. Contract Vehicles: Provide any contracting vehicles a future AmeriCorps contract award may be placed against. 3. NAICS Code Recommendation: Provide either confirmation of the existing/recommended NAICS code as sufficient or recommend an alternative NAICS code. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). AmeriCorps representatives may or may not choose to meet with interested vendors. Such meetings would only be intended to get further clarification of potential capabilities to meet the requirements. No classified, confidential, or sensitive information should be included in your response.
