Description | The City of Gary , Indiana , by and through its Board of Public Works and Safety , is soliciting sealed bids for the acceptance and disposal of clean construction and demolition ( C & D ) debris . This solicitation aims to secure competitive pricing and guaranteed disposal capacity for materials generated by the City ’ s ongoing demolition programs . The successful bidder ( s ) shall provide tipping services for C & D debris at a permitted facility . • Material Quality : All debris will be pre - screened and confirmed " clean " through environmental testing . This includes materials free of hazardous constituents , such as asbestos or lead - based materials requiring special handling , and cleared by documentation prior to transport . • Facility Requirements : Bidders must utilize facilities ( landfills or transfer stations ) permitted by the Indiana Department of Environmental Management ( IDEM ) and in compliance with federal Subtitle D criteria . • Tonnage Tracking : Facilities must be equipped to provide weight tickets for every load , establishing a clear chain - of - custody from the project site to final disposition . |
