Purpose / Project Overview The DeKalb County School District ( DCSD ) is seeking bids from qualified , licensed , and experienced towing service providers to furnish 24 - hour towing and recovery services for District owned vehicles . This includes , but is not limited to , large and small school buses , support vehicles , fleet equipment , and trailers . Services may be required on an emergency or non - emergency basis and must be available seven days a week , including weekends and holidays , throughout DeKalb County and surrounding areas asauthorized by DCSD Fleet Services . The purpose and intent of this ITB is to establish a term contract for services to support the DCSD Fleet Services and Transportation departments . Awarded bidder shall provide services in accordance with the specifications , requirements and terms and conditions stated herein . B . Project Scope of Work The awarded vendor shall provide light , medium , and heavy - duty towing , accident recovery , vehicle uprighting , winching , and extraction services as needed . All towing requests must be authorized by DCSD Fleet Services or Transportation leadership , and the vendor must maintain a 24 / 7 dispatch operation with the ability to meet required response times . The vendor shall exercise extreme care when handling student transportation vehicles and comply with all applicable local , state , and federal safety regulations . The vendor must maintain all required licenses , permits , and insurance coverage , and ensure that trained , qualified operators perform all services . Detailed documentation shall be provided for each tow , including vehicle identification , location , time , and reason for service . Invoicing must be accurate , itemized , and submitted in accordance with DCSD requirements . Vendor performance will be evaluated based on responsiveness , professionalism , compliance with contract terms , and overall service quality , with failure to meet expectations subject to corrective action or termination of the contract . Additional Requirements : • Small student buses shall be towed to : 1701 Mountain Industrial Boulevard , Stone Mountain , GA 30083 . • Large student buses shall be towed to : 1780 Montreal Road , Tucker , GA 30084 . • It is expected that vendors will be on - site no more than 90 minutes from initial notification . • A valid State Towing License / Permit is required . • Commercial Driver ’ s License Class B or Class A is preferred . • Heavy - Duty Towing / Recovery Certification is preferred . • Electric Vehicle ( EV ) High - Voltage Safety Training is preferred . • Awarded vendors must confirm flatbed or axle - lift towing , OEM towing procedures , and personnel understand high - voltage safety when towing electric vehicles .
