PROJECT DESCRIPTION : The U . S . Army Corps of Engineer ( USACE ), Philadelphia District ( NAP ), anticipates a requirement for a firm fixed - price service contract for this acquisition to procure services for the firefighting system onboard the Dredge McFarland inspected , tested , and certified for use . BASIS FOR SELECTION OF AWARD : Quotations will be evaluated on technical ( capability of the products or services offered to meet the agencys needs ), price , and past performance . A price realism analysis may be conducted by the government to determine if an offerorsproposed costs are realistic ( too low ). The agency will review prices to determine whether they are so low that they reflect a lack of technical understanding for the work to be performed . Offers received that are determined too low may be rejected . QUOTE SUBMISSION : Offerors shall submit their quotes no later than the time and date specified in Block 8 of the SF 1449 of this solicitation or the latest amendment ( if applicable ) as follows : The Offerors quote shall be submitted electronically via Procurement Integrated Enterprise Environment ( PIEE ), as described below . The Offerors quote shall not contain classified data . The use of hyperlinks in bids is prohibited . NOTE : The only authorized transmission method to this solicitation is electronically via PIEE Solicitation Module online submission . NO OTHER TRANSMISSION METHODS ( EMAIL , FACSIMILIE , REGULAR MAIL , HANDCARRIED , ETC .,) WILL BE ACCEPTED .
