Scope of Work 2 . 1 Summary Statement 2 . 1 . 1 SHA Easton Shop is currently soliciting bids for on call driveway / field entrance culvert pipe replacement . This is estimated to be predominately within the right of way on the shoulders of highways . Pricing is per linear foot of work areas , as requested by SHA . 2 . 1 . 2 It is the State ’ s intention to obtain goods and services , as specified in this IFB , from a contract between the selected Bidder and the State . 2 . 1 . 3 This is a single award IFB . See IFB Section 4 . 21 Bid Evaluation Criteria and Award Basis for more Contract award information . A Contract award does not ensure a Contractor will receive all or any State business under the Contract . 2 . 2 Background and Purpose The purpose of this solicitation is to replace culvert pipe along the shoulder and across highways in Talbot County . 2 . 2 . 1 Project Goals Replace , repair , or improve culvert pipe at the direction of MDOT SHA . Replace like driveway material with like . For example , crusher run on a stone driveway , asphalt on an asphalt driveway and concrete for a concrete driveway . 2 . 2 . 2 State Staff and Roles A . SHA shall provide all traffic control and protection vehicle ( attenuator ) services . B . SHA shall provide the pipe , whether it be corrugated metal , concrete , or plastic . C . SHA shall provide crushed aggregate , stone , rip rap , crush - and - run , asphalt millings , and hot mix asphalt . D . SHA shall contact Miss Utility to survey and mark buried utilities . 2 . 3 Contractor Responsibilities and Tasks 2 . 3 . 1 Vendor shall comply with OSHA , MOSH , and the THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES ( MUTCD ) Traffic Guidelines and be performed in a professional manner . 2 . 3 . 2 Contractor shall provide any other direct and indirect materials and supplies , except those stated above in 2 . 2 . 2 ( crushed aggregate , stone , rip rap , crush - and - run , asphalt millings , and hot mix asphalt ) 2 . 3 . 3 Contractor shall provide all equipment outfitted with a 360 - degree amber light . 2 . 3 . 4 All personnel must wear ANSI Class 3 shirt or safety vest . 2 . 3 . 5 Replace / Install Storm Drain Pipes or Culverts . 2 . 3 . 6 Construct / Repair Inlets or Various Drainage Structures . 2 . 3 . 7 Replace / Install Endwalls , Headwalls or Endsections . 2 . 3 . 8 Mechanical or Hand Cleaning of Ditch Lines , Pipes and Inlets . 2 . 3 . 9 Place Riprap or Geosynthetic Matting at Drainage Structures or in Ditch Lines . 2 . 3 . 10 Repair Slope Erosion . 2 . 3 . 11 Repair Concrete , Block or Riprap Slope Protection . 2 . 3 . 12 Establish Vegetation . 2 . 3 . 13 In the event a driveway , shoulder , or highway is cut to make the pipe repair , the contractor shall replace the cut section of the driveway , shoulder , or highway with like - material provided by SHA . 2 . 3 . 14 Respond to and Assist in the Clean - Up Operations Following Natural Disasters .
