Early Intervention and Evaluation Services for the Infant Toddler Program

The Department ’ s Division of Children , Youth , and Family Services ( Division ) is seeking developmental specialist services for the Infant Toddler Program ( ITP ) in the Department ’ s Region 5 which includes Camas , Blaine , Gooding , Lincoln , Jerome , Minidoka , Cassia , and Twin Falls counties . The developmental specialist must provide comprehensive early intervention and evaluation services including developmental intervention to children birth to age three ( 3 ) years referred by ITP . General Requirements A . The purpose of this Contract is to provide virtual and in - person comprehensive early intervention developmental therapy and evaluation services to children referred by the Idaho Infant Toddler Program ( ITP ), using the Evidence Based Early Intervention Model as required by the Individuals with Disabilities and Education Act ( IDEA ), Part C and described in Attachment 1 . B . The Contractor must ensure : 1 . Early intervention services are delivered in compliance with : a . Administrative Rules governing the Department of Health and Welfare ( Department ) ( http :// adminrules . idaho . gov / rules / current / 16 / index . html ), related to use and disclosure of Department records , criminal history and background checks , reporting critical incidents to the Department , and reporting allegations or disclosure of abuse or neglect to the Child Protection Authority . b . Policies and procedures provided in the Idaho ITP Implementation eManual ( https :// healthandwelfare . idaho . gov / providers / infant - toddler - program / infant - toddler - program - provider - resources ) and the code and regulations of the federal early intervention program for infants and toddler with disabilities ( IDEA , Part C and 34 CFR Part 303 ). These specifically include but are not limited to the following : i . Providing early intervention services in the parents ' native language , in a culturally appropriate manner and providing early intervention services in natural environments to the maximum extent appropriate to the needs of the child . ii . Informing families regarding the availability of early intervention services through the ITP at no cost to the family . iii . Adhering to ITP Child and Family Procedural Safeguards ( Parental Rights ). c . Provisions regarding Individuals with Disabilities Education , Part C , the Family Education Rights and Privacy Act ( FERPA ).
