Easement Maintenance / Mowing services include the inspection , vegetation control , and routine mowing of designated easement areas to ensure accessibility , visibility , and safe working conditions for utilities , drainage systems , and rights - of - way . Primary Services shall include : 1 . Mowing and Vegetation Control : Regular mowing , trimming , and removal of overgrowth to maintain clear access and visibility , allowing access for inspections , maintenance , and repair . a . Mowing will consist of hand cutting of brush around manhole structures or steep terrain , cutting of brush and vegetation with a tractor - mounted bush hog , and mulching with a tractor - mounted grinder mulcher to remove larger vegetation and small trees . 2 . Debris and Obstruction Removal : Clearing fallen trees , trash , or other materials that may block access or interfere with operations . b . This work shall include removal and proper disposal of obstacles from easement access . This includes downed trees and branches , and removal of dumped refuse or trash such as construction debris , tires , white goods , and similar materials . 3 . Access Preservation : Maintaining pathways for utility crews , contractors , and equipment . c .
