We were made aware that we no longer are able to renew through a SSA and that due to the State emergency communication needs that a Statewide Contract would be researched by DOP and put in place . Due to the continued need for Alertsense throughout the State , IMD would like to request an exemption from competition to allow for services to continue for a year to allow additional time for a contract to be put in place . The AlertSense platform is necessary to support the Idaho Office of Emergency Management ’ s established emergency alerting and coordination infrastructure . AlertSense currently hosts the Idaho State Alert and Warning System ( ISAWS ) tenant and is fully integrated with the State ’ s operational alerting procedures , established user groups , incident management guides , and connectivity to the FEMA Integrated Public Alert and Warning System ( IPAWS ), which enables Wireless Emergency Alerts , Emergency Alert System , National Weather Messages , and Collective Operating Group alerts used to notify the public and coordinate response activities across Idaho ’ s 44 counties and 4 tribal governments . Because this platform is already configured and actively used by State , local , and tribal partners , transitioning to an alternative system would require substantial system migration , redevelopment of operational templates and incident guides , reconfiguration of IPAWS connectivity , and retraining of users statewide . Given the life - safety nature of the system and the operational dependency on the existing infrastructure , replacing the platform through a competitive procurement at this time would create unnecessary operational risk and potential disruption to Idaho ’ s public emergency alerting capabilities . Accordingly , continuation of the existing AlertSense services is determined to be in the best interest of the State to ensure uninterrupted emergency notification and coordination capability .
