If IDOC were soliciting routine " counseling services ", that could be competitively bid . However , these are specialized mentoring services , utilizing peer - to - peer relationships and requiring that those providing the services have some level of justice - involved history . Other mentoring programs researched are community based and do not include the lived justice involved component in their curriculum or understanding of a post - incarcerated individuals ' experience .
