Proposers shall provide all software , professional services , implementation support , and training necessary to successfully deliver the services described below . Proposers may recommend additional tasks or refinements ; however , all minimum requirements must be met . 2 . 1 Existing Environment Overview Stillwater Electric Utility currently maintains a complex enterprise geodatabase serving as the system of record for electric distribution assets . The environment includes , but is not limited to : ESRI ArcGIS Enterprise ( system of record for spatial data ) Existing geometric network Integration with multiple independent systems , including customer information , outage management , and engineering analysis tools Approximately 102 , 000 features across numerous asset classes The selected proposer shall work within this enterprise environment and coordinate closely with SUA , City of Stillwater GIS , IT , and Electric Department staff . 2 . 2 Assessment and Pre - Conversion Analysis The proposer shall : Evaluate SUA ’ s existing electric distribution feature dataset Identify data gaps , risks , and pre - conversion cleanup requirements Provide written recommendations for preparing the data for conversion to the ESRI Utility Network 2 . 3 Data Cleanup and Validation In coordination with SUA staff , the proposer shall perform or support pre - conversion data cleanup , including at a minimum the following validation checks : Duplicate feature identification Geographic coincident features Overhead / underground transition validation Illegal or invalid geometry Attribute values outside defined domains Identification of critical attribute issues Geometric overstrike Connectivity validation Phase and phase - orientation validation Unit record and parent - feature validation Deliverables shall include : Summary report of checks performed , number of features evaluated , and errors identified by severity Detailed error listings for each validation routine An error database suitable for review , correction tracking , and audit purposes 2 . 4 Utility Network Design and Migration The proposer shall : Design an ESRI Utility Network prototype for electric distribution compatible with ArcGIS version 11 . x and higher Develop detailed data mapping from existing source data to Utility Network feature classes , asset groups , asset types , and attributes Provide a comprehensive migration plan identifying recommended migration approach ( es ) Perform migration of all approved data into the Enterprise Geodatabase Utility Network schema
