Electrical Systems and Equipment Replacement Master Plan : 1 . General : a . Evaluate each type of equipment and / or system for age , condition , capacity , and configuration . b . Evaluation should include high - level engineering calculations appropriate for assessment based on the type of equipment or system . c . Recommend the scope of modernization of each type of equipment and / or based on the evaluation . Recommendations may include full replacement of the system or replacement of individual components . d . Produce preliminary schedules and short - form specifications and / or design narratives for all systems and / or equipment to be replaced or modernized . Schedules will include only key parameters for budgetary pricing , electrical evaluation , and structural evaluation . Specifications will utilize a single - manufacturer basis - ofdesign . e . Design the agreed - upon modernization scope of each system and / or type of equipment to the Advanced Schematic Design level as described below under Deliverables . f . Note that GWCCA is in the process of entering into a Guaranteed Energy Services Performance Contract ( GESPC ) and will require coordination of the master plan and phase 1 work with the Energy Conservation Measures ( ECMs ) and Facility Improvement Measures ( FIMs ) included in that contract . 2 . Project Coordination / Management a . Identify the exact spaces affected by each system and / or piece of equipment . b . With GWCCA personnel , assess events calendar and setup / breakdown timing ( ongoing ) to determine timeframes that are available to work . c . Identify event - specific criteria that may impact the work . d . Estimate duration of downtime . e . Study plans to establish access routes for construction personnel . f . Determine system and / or equipment replacement pathways . g . Coordinate security concerns with GWCCA staff . h . Perform Fire / Life Safety code reviews as required to identify any deficiencies or upgrades . i . Coordination of all design disciplines . i . Identify typical vs . unique conditions and design solutions for each .
