The successful contractor will : 1 . Provide MNDOC staff with access to any systems and conduct training sessions to ensure staff preparedness before October 1 , 2026 . Vendor will scan all mail at their location and deliver mail scans to all eleven facilities listed below . Any potential hardware required for legal correspondence processing such as QR code scanners and Return to Sender stamps , will be supplied by contractor to each facility . All potential hardware / equipment needed to access the mail will need to be installed at each facility by vendor . SE , St . Cloud , MN 56304 MCF - Shakopee - 1010 West Sixth Avenue , Shakopee , MN 55379 MCF - Stillwater - 970 Pickett Street , Bayport , MN 55003 MCF - Togo CIP - 62741 County Rd 551 , Togo , MN 55723 MCF - Moose Lake - 1000 Lakeshore Drive , Moose Lake , MN 55767 MCF - Willow River - 86032 County Road 61 , Willow River , MN 55795 2 . Receive , scan , reprint , and ship all incoming non - privileged ( legal correspondence ) mail to the designated MNDOC facilities within 1 - 2 business days from the date of receipt at its facility . 3 . Work with MNDOC to develop a system that allows attorneys and public officials to securely send legal and special mail online . This system may include but is not limited to the following functions : a ) Cloud Based Portal for attorneys and public officials to Securely Send Legal Mail Online b ) Mail Origin Verification System & QR Code Generation c ) Postal legal mail sender registration and verification capabilities d ) Video cloud evidence recording system e ) Legal mail Integration f ) Mobile QR Code Scanner App g ) Physical QR Code Scanner Web App ( Alternative to Using Smartphone in Mailroom )...
