The Montgomery County Government , Maryland — Department of Transportation , Division of Transit ( Call - n - Ride Program / MCDOT / the County )— is seeking proposals from qualified transportation management software providers to support , modernize , and enhance the Call - n - Ride Transportation Program . The County ’ s primary goal is to replace the existing closed - loop electronic swipe card payment system currently used in County taxicabs with a more advanced open - loop payment card system . This new system must function exclusively with authorized private and public transportation vendors — including taxicabs , Transportation Network Companies ( TNCs ), and similar providers — through the implementation of appropriate Merchant Category Codes ( MCCs ). This Request for Proposals ( RFP ) invites competitive submissions to establish a contract for the comprehensive management and operation of the Call - n - Ride Program ’ s participant payment and service systems .
