The selected consultant shall work in close coordination with the City Manager and staff within the City Manager ’ s Office ( hereafter referred to as “ the Department ”). The objective of this project is to develop , facilitate , and evaluate a winter weather tabletop exercise for the City of Hesperia to assess emergency response capabilities , interdepartmental coordination , communication protocols , and resource allocation during a simulated storm event . The Consultant will conduct an independent and objective assessment through a realistic , scenariobased exercise and provide evidence - based recommendations aligned with emergency management best practices . The City will provide relevant plans , policies , and operational information necessary to support the exercise . The Consultant shall perform the services listed below . Task 1 . Planning and Development • Objectives : o Collaborate with the City of Hesperia to determine the exercise ' s specific goals , such as testing specific emergency plan elements , communication protocols , or resource allocations during a winter storm . o Identify participating departments , key personnel , and their roles • Scenario Development : o Create a realistic , clinically relevant winter weather scenario tailored to the City of Hesperia ’ s location and impact . o Develop “ injects ” ( new challenges or information ) to simulate unfolding events . • Material Preparation : o Develop the Situation Manual ( SitMan ), which includes objectives , the scenario , assumptions , and instructions for participants . o Prepare slides , prompts , questions , and logistical plans . • Logistics : o Coordinate the workshop space , schedule , refreshments , and necessary equipment with City staff . Task 2 . Exercise Execution ( During the Exercise ) • Facilitation : o Lead the interactive , discussion - based tabletop session , guiding participants through the scenario in collaborative , informal setting . o Encourage open communication , critical thinking , and exploration of plans and capabilities . • Data Collection : o Record discussions , key decisions , action items , and identified strengths and weaknesses . o Observe participant interactions and decision - making processes . Task 3 . Evaluation & Reporting ( Post - Exercise ) • Analysis : o Compare the exercise outcomes with the City ’ s existing response plans . o Analyze collected data to identify gaps in policies , procedures , resources , and training needs .
