Support the Department in its efforts to continually improve the Energy Programs by leveraging expertise in low - income markets and energy efficiency programming . The Contractor is responsible for supporting the Department through the assigned tasks which may include but not be limited to the following : A ) Participate in program stakeholder and workgroup meetings ; B ) Assess EM & V findings and recommendations ; C ) Make recommendations for process improvements ; D ) Identify , analyze and provide deemed savings calculations and any other calculations as needed ; E ) Assess processes that could inform evaluation , reporting , and delivery , including metrics to be captured and tracked ; F ) Perform research to inform Energy Program decision making ; G ) Provide subject matter expertise in assessing pilot evaluability , customer satisfaction , and implementation - readiness ; H ) Provide or review cost - effectiveness calculations , including inputs and energy or other savings assumptions ; I ) Develop calculators and decision trees to solve program problems and determine program direction : J ) Review proposed Energy Program plans for soundness and completeness , assist with improving and revising proposed plan ; K ) Advocate for the Department in pursuit of improving Energy Program delivery ; L ) Gather data regarding related programs , best practices , statewide energy program efforts , and similar information ; M ) Prepare , organize and run working group meetings with program stakeholders ; and N ) Assist with gathering data for legislative reports and compiling such reports ; O ) Assist with developing strategies to increase contractor participation in the energy programs . P ) Provide programmatic support which may include but not limited to : prepare reports , perform and / or assist with program management , develop operation manuals , guidelines and Standard Operating Procedures , and perform other related programmatic duties as needed to support effective program implementation .
