The County is seeking proposals from qualified parties to provide consulting services related to the assessment , development , and advancement of energy - related opportunities . The purpose of this engagement is to help the County evaluate current and emerging energy initiatives and to support strategic positioning within the broader energy landscape . The Consultant will assist the County in exploring potential goals , governance models , organizational structures , and anticipated outcomes that can strengthen the County ’ s role and success in the energy sector . The selected Consultant will be responsible for providing the County with the following : a . Technical Expertise in renewable energy systems , distributed energy resources ( DERs ), and energy efficiency across sectors . b . Identifying the vast array of energy initiatives going on throughout the country and those specific to California . c . Policy & Regulatory Acumen , including the California Energy Code , incentive programs , and climate legislation . d . Anticipate regulatory shifts and translate policy into operational impacts to the County . e . Economic Analysis to assess Return On Investment , lifecycle costs , and funding strategies such as grants and public - private partnerships . f . Stakeholder Engagement to effectively communicate with elected officials , community groups , and industry partners . g . Project Management to lead multi - phase energy initiatives with clear performance metrics and compliance oversight . B . PROJECT DESCRIPTION 1 . The County seeks to procure an experienced energy consultant to support the County in identifying , evaluating , and strategically advancing energy opportunities that will shape the County ’ s future . The County encompasses a diverse mix of urban centers , rural communities , industrial corridors , and expansive public lands – including significant areas of Bureau of Land Management ( BLM ) territory – each presenting unique potential for energy development . The selected consultant will conduct a comprehensive analysis of emerging and established energy technologies , including solar , nuclear , hydrogen , geothermal , wind , and other innovations . This analysis will include an assessment of site suitability , regulatory pathways , infrastructure needs , environmental considerations , and regional demand . The consultant will also examine opportunities for public - private partnerships and evaluate economic models that could support energy development across various regions of the County . A key component of this work involves establishing the County as a proactive leader in energy policy and legislative engagement . The consultant will assist in identifying relevant state and federal initiatives , regulatory changes , grant programs , and partnerships that advance the County ’ s strategic positioning .
