The Naval Surface Warfare Center Philadelphia Division ( NSWCPD ) intends to negotiate and award a sole source contract to Johnson Controls Navy Systems ( JCNS ), York , PA . The contractor shall provide engineering services , technical services , specialized subcontractor services , and materials to support air conditioning and refrigeration systems . Additionally , approximately 50 New Construction HFC - 134a High Efficiency Super Capacity ( HESC ) Air Conditioning ( AC ) Plants and HFC - 134a HESC Chiller Backfit Kits in support of the increased demand of chilled water cooling across various ship classes throughout midlife efforts . Pursuant to 10 U . S . C . 3204 ( a )( 1 ), Johnson Controls Navy Systems ( JCNS ) is the only responsible source capable of fulfilling the Navy ’ s requirements for the specified effort . The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6 . 302 . THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS . Interested parties , however , may identify their interest and capability by responding to the requirement . The Government will consider all information received prior to the closing date of this synopsis . Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government .
