Description

Description

The successful proposal ( s ) will demonstrate sufficient staff resources , expertise , relevant experience , and lack of disabling professional conflicts to perform the scope of work , along with demonstrated commitment to cost - control and client service that meet the District ’ s needs . The District is short staffed and currently struggles to maintain daily operations . The successful respondent will emphasize how it can successfully implement its ERP under like conditions . The District currently utilizes Microsoft Great Plains as its core financial management system , which has been in place for more than 20 years . While the system has supported the District ’ s basic financial processing needs , its aging architecture and limited functionality have resulted in an increasing reliance on manual workarounds , supplemental spreadsheets , and third - party applications . Key operational activities , including vendor onboarding , requisition routing , accounts payable processing , payroll reporting , benefits administration , project accounting , and grants management , are performed across a combination of Great Plains , shared drive documents , and multiple standalone systems such as Infor Public Sector ( IPS ), Kronos , NeoGov , Target Solutions , FullSteam , FlyBooks ( currently migrating to Vermont Systems ), SymPro , JJ Keller , and ISOLVED . The lack of integration between these systems has created data silos , inconsistencies , and administrative inefficiencies across departments . Although the current system environment enables the District to complete required business transactions , it does so through fragmented , duplicative , and labor - intensive processes . Staff often enter the same information into multiple systems , manually convert and reconcile files , and route approvals outside the system , resulting in delays and increased potential for error . Core business functions such as budget development and monitoring , capital project and CIP planning , grant reimbursement processing , contract management , accounts payable , payroll finalization , and personnel action workflows are constrained by limited automation and reporting capabilities within Great Plains . As operational needs have grown and external requirements have become more complex , the existing technology landscape has become increasingly difficult to maintain and insufficient to support long - term efficiency , transparency , and compliance . Through this Project , the District seeks to evaluate and implement a modern , cloud - based Enterprise Resource Planning ( ERP ) solution that provides integrated support for key financial , procurement , human resources , payroll , capital improvement projects , and grant - related functions . The District ’ s objective is to replace manual and spreadsheetbased workflows with standardized , automated processes , improve integration between functional areas and external systems , strengthen internal controls and auditability , and enhance the availability of real - time financial and operational information . A modern ERP solution is expected to meet current business requirements while providing the scalability , flexibility , and reporting capabilities necessary to support future growth , improved service delivery , and responsible stewardship of public resources .
