Description | The consulting services include, but are not limited to, the following: Reviewing procurement planning, procurement processes, contract administration, implementation procedures, and record-keeping practices for a sample of contracts financed under the BREFONS Project to assess their consistency with the Project Appraisal Document (PAD), Project Implementation Manual (PIM), Procurement Plan, and the African Development Bank’s Procurement Policies and Procedures. Auditing selected contracts and providing an independent professional opinion on the adequacy, transparency, compliance, and efficiency of procurement transactions undertaken during the period covering 2023, 2024, 2025, and 2026. Conducting the audit at the Federal Project Coordination Unit (FPCU) and selected regional implementation offices, including Somali, Afar, Oromia, Southwest Ethiopia, and Southern Ethiopia Regions; and the consultant shall review at least fifty percent (50%) of the total signed and/or completed contracts under Borrower Procurement System during the audit period. |
