Description

Description

Under the direct supervision of the Director General for Macroeconomic Planning and Debt Management the Short-term Debt Expert will be tasked to: Conduct a comprehensive assessment of the current arrears portfolio, including identification of outstanding obligations, categorization by creditor type (e.g., multilateral, bilateral, commercial), analysis of causes, and evaluation of associated risks and impacts on fiscal policy. Develop a comprehensive Government Arrears Management Strategy that provides a clear framework for identifying, verifying, recording, monitoring, clearing, and preventing the accumulation of payment arrears. Review existing policies, procedures, and institutional arrangements related to arrears management and identify gaps and weaknesses contributing to arrears accumulation. Define clear roles and responsibilities for the MoFP, the Debt management Unit (DMU), the Treasury, the Accountant General’s Office, budget units, and line ministries in arrears management. Establish clear prioritization criteria for arrears clearance that are consistent with fiscal sustainability, cash management constraints, and government policy objectives. Closely collaborate with relevant government institutions and stakeholders to establish a standardized mechanism for collecting, verifying, and consolidating information on outstanding and pending government arrears. Design and implement standard reporting templates and data validation procedures for arrears reporting by line ministries and spending agencies. Support the creation of a centralized arrears database or register within the DMU to improve data accuracy, consistency and transparency.
