Scope of Work : The tasks to be completed by the selected provider in partnership with DAR and project partners within the project period are : 1 . Statewide Coastal Wetland Monitoring Framework : Identify and support coordination of a statewide advisory group ; Plan and facilitate four ( 4 ) virtual workshops and one ( 1 ) in - person workshop Facilitate discussions to define monitoring goals , scientific standards , and data needs ; Support development of a shared wetland database framework ; Develop a white paper outlining the monitoring framework and implementation roadmap ; 2 . Conduct outreach to partners including agencies , landowners , and community groups ; Facilitate partnership meetings ; Develop governance structures and partnership frameworks ; Develop shared goals , objectives , and priority project lists ; Support development of one keystone project concept per island ; Identify potential funding opportunities ; 3 . Streamlined Permitting Framework ; Convene and facilitate interagency coordination meetings ; Engage regulatory agencies including DLNR , DOH , USACE , NOAA , and counties ; Review and refine existing draft permitting framework ; Identify regulatory bottlenecks and opportunities for alignment ; Develop final permitting framework and practitioner guidance materials Provide recommendations for implementation
