This initial stage involves delivering a comprehensive utilisation survey across four key Edinburgh buildings—General Register House, West Register House, New Register House, and Thomas Thomson House—to assess current space usage and identify opportunities for improvement. The appointed supplier will validate existing data, conduct detailed site surveys, engage stakeholders through workshops and interviews, and produce an outline proposal with strategic recommendations, conceptual layouts, and indicative costs. These outputs will provide the foundation for future design and implementation stages, ensuring NRS achieves efficient, flexible, and future-ready use of its estate.
