1 . 1 . Project Requirements and Evaluation Parameters The Contractor is required to conduct a comprehensive evaluation of the Partnership District model and as part of this work the Contractor must establish a research team qualified in this type of evaluation . The project ’ s purpose is as follows : • the needs of participating districts , how well the model addresses those needs ; • the scope and fidelity of implementation of the Partnership Agreements and supports ; • the outcomes achieved for student achievement , graduation , attendance , etc ., including : o district self - determined outcomes , including interim benchmarks and endoutcomes o state - level outcomes as measured by the MI School Index • systemic change at the district level , including policy , practice , partnerships , and datadriven decision - making ; • factors ( contextual , process , capacity ) that facilitate or hinder success ; • recommendations for strengthening the model in the future . 1 . 2 . Data and Access Contractor is required as part of this project to access the following as part of the work to be conducted : • The database of Partnership Districts , their Agreements , benchmark reviews , and academic outcomes ( MDE / OPD data ), e . g ., documented in the Comprehensive Guide . ( Comprehensive Guide for Partnership Districts ) • Student - level or aggregated data ( achievement , attendance , graduation , subgroup ) via the Michigan Data Hub , Michigan Education Research Institute ( MERI ), and other sources as indicated in the Agreements . o Link for Michigan Data Hub o Link for MERI • District and school documentation needs assessments , root - cause analyses , meeting logs , and partnership meeting minutes . • Stakeholder access for interviews / focus groups . • Sufficient confidentiality and data - security protection must be maintained ; FERPA compliance is required .
