Description | Background Haringey Council invites Mobile Network Operators (MNOs), Neutral Host Providers, and Code Operators to express interest in deploying 4G and 5G small cells on Council-owned Street assets under open access agreements. This initiative supports our digital infrastructure strategy to enhance mobile connectivity and enable next-generation connectivity services across the borough. The London Borough of Haringey owns and maintains some 15,500 Street lighting columns which are potentially available to enhance mobile connectivity within the borough. To date use has been limited to a single small cell operator but the Council is keen to work with a wider range of Code Operators in the development of open access deployment plans. 1. Scope of Opportunity • Assets Available: Street lighting columns, • Deployment Model: Open access agreements ensuring fair, transparent, and non-discriminatory terms. • Coverage Area: London Borough of Haringey • Objective: Improve mobile coverage and capacity, accelerate 4G/5G rollout and thereby deliver tangible improvements in connectivity for residents, businesses and public services. 2. Who Should Respond • open to licensed telecoms Code Operators only 3. Compliance & Standards All deployments must comply with: • Electronic Communications Code • Health & Safety and planning regulations • Council asset management policies 4.
