This announcement constitutes the only solicitation . This combined synopsis / solicitation SHALL be posted on both the System for Award Management ( SAM ) website ( https :// sam . gov /) and the Navy Electronic Commerce Online ( NECO ) website ( https :// www . neco . navy . mil /). This solicitation documents and incorporates provisions and clauses in effect through FAC 2025 - 06 and DFARS Publication Notice 20251110 . It is the responsibility of the contractor to be familiar with the applicable clauses and provisions . The clauses may be accessed in full text at : https :// www . acquisition . gov . This solicitation is a request for quotations ( RFQ ) and is for commercial services . The RFQ number is N0018926QD061 and is an attachment to this posting . The NAICS code is 485999 and the Small Business Standard is $ 19M . The Naval Supply System Command ( NAVSUP ) Fleet Logistics Center Norfolk ( FLCN ), Pentagon Directorate Contracting Department hereby provides notice of its intent to award a sole source , firm - fixed price ( FFP ) service contract . The Government intends to solicit and negotiate the instant procurement on a sole source basis with New York MTA Bridges and Tunnels ( CAGE : 074S4 ), an other than small business . The sole source nature of this requirement is based on the determination that NY MTA is the only vendor that can provide EZ Pass / Toll services for use as required by this acquisition . The requirement is being processed on behalf of the Navy Recruiting Command ( NRC ) Navy Talent Acquisition Group ( NTAG ) Empire State .
