Questions and answers regarding solicitation 1. Please provide the contract number / solicitation number, performance period, and scope of work for the WMP effort that Phigenics is currently performing as the incumbent. Can be provided to the contract award winner. 2. What specific tasks require coordination with Phigenics? TBD. 3. Is the contractor directed to subcontract to Phigenics? Which tasks? No, that is the determination of the awarded contractor. 4. Is the contractor directed to team with Phigenics, and how do you define teaming for evaluation purposes? Which tasks? (We are familiar with SBA formal teaming requirements, is this what you mean?) No, that is the determination of the awarded contractor. 5. Is the contractor directed to hire Phigenics for consultation, and how do you define consulting for evaluation purposes? Which tasks? No, that is the determination of the awarded contractor. 6. How will best value be evaluated vis-Ã -vis Phigenics? Will our chances increase based on how much or the percentage that we subcontract, team, etc. to? No, because you do not have to contract with Phigenics. 7. Phigenics is not an SDVOSB. As we are directed to hire them, will your office exclude this from limitations on subcontracting or seek a class or contract waiver from the SBA? You are not being directed to hire Phigenics, you must work or communicate with them in some capacity to update the current WMP as required by the SOW, that relationship is at the determination of the awarded contractor. 8. Will the contractor be excluded from consideration if Phigenics will not cooperate/subcontract/team/etc.? Phigenics has no authority to determine or dictate the outcome of this solicitation. Phigenics will not be contacted by contracting or the requiring service for any reason pertaining to the outcome of this solicitation. GENERAL: C.W. Bill Young Veterans Medical Center located at 10000 Bay Pines Blvd. Bay Pines, Fl. 33744, and Lee County Veterans Healthcare Center located at 2489 Diplomat Pkwy E, Cape Coral, FL 33909 has a requirement for an Updated Water Management Plan, Water Management Update, (Audit) and New Water Management Plan for both Bay Pines VHA and Lee County Healthcare Center. The Bay Pines and Lee County Healthcare center need to meet the ST108 standard and to have continued support after the water management plans are created. BACKGROUND: VHA directive 1061 requires all VHA facilities where patients, visitors and employees spend the night and for other services (i.e. Dental) to have a Healthcare Associated Legionella Disease (HCA LD) prevention plan (also known as a Water Management Plan (WMP). Bay Pines has a Water Management Plan that is dated October of 2017. Since this plan was completed one new building where patients spend the night has been completed (B111, Mental Health Hospital) and is being used and two buildings are anticipated to be completed in early 2026 (New Dental Clinic and Fisher House II). Because of this completed addition and planned additions the Water Management Plan needs to be updated.
