The Consultant shall : 1 . Federal Policy Monitoring and Analysis o Identify , track , and analyze federal administrative , legislative , budgetary , and regulatory matters that may impact the City of Elk Grove . o Provide strategic guidance on City positions regarding federal legislation , initiatives , or programs including recommended support , opposition , or amendments . 2 . Federal Advocacy o Advocate for the City ’ s policy positions with Members of Congress , congressional committees , the Administration , and relevant federal agencies . o Draft advocacy letters , coordinate with coalition partners , and organize meetings between City staff and federal stakeholders . Funding and Grant Support The Consultant shall : 1 . Funding Identification and Pursuit o Identify federal funding opportunities relevant to the City ' s priority projects , including grants , Congressional Directed Funding Requests , and programs supporting City initiatives . 2 . Grant Assistance o Provide technical assistance and support for federal grant applications , including advising on strategy , developing content , reviewing applications , and assisting staff throughout the process . Reporting and Compliance The Consultant shall : 1 . Regular Updates and Briefings o Provide bi - weekly , written and / or oral updates to the Community Engagement and Government Relations Program Manager . Provide written and / or oral updates to the Mayor , City Council , and City Manager , as requested .
