The MCIA is requesting the services of a Financial Advisor [ also referred herein as Municipal Advisor , as defined by the Securities Exchange Act of 1934 (“ Exchange Act ”) and Final Rules ] to provide Financial Advisor services as desired by the MCIA including but not limited to tax - exempt and taxable debt issues , capital market and private placement facilitation , and general investment services , as well as : 1 . Prepare a presentation annually of the Financing Programs the Improvement Authority is offering and invite municipalities , school districts , fire districts and local authorities to a breakfast seminar ; 2 . Review outstanding bond anticipation notes for all municipalities in the County ; 3 . Monitor the outstanding MCIA transactions to determine refunding possibilities ; 4 . For all financings completed at the MCIA ( Pooled Notes , Pooled Bonds , Equipment Lease ): a . Send emails / letters to all municipalities , school districts , fire districts and local authorities to determine ( depending on the financing proposed ) the bonds / notes / equipment / projects / new money to be financed b . Work with the County regarding county approval , credit concerns , timing , other issues regarding the proposed financing c . Work with the underwriter to model the financing d . Work with each perspective participant to modify their respective , individual financial model to meet their respective financing objectives e . Prepare a Local Finance Board ( LFB ) application and attend LFB meetings for project approval f . Organize credit review with rating agencies g . Review legal docs from bond and local counsel h . Price the transaction and close , if applicable i . Draft and post financial obligation notice on Electronic Municipal Market Access ( EMMA ) for the deals for the County j . Draft No Default Certificates for outstanding debt issues and coordinate filing with Trustees k . Post any bond insurer rating changes to EMMA for existing outstanding financings ;
