SPECIFICATIONS 1 . SCOPE AACPS seeks the services of a qualified Contractor to provide Fire Extinguisher Maintenance and Related Services in accordance with the specifications , terms and conditions of this RFB . Contractor shall provide maintenance , inventory , tagging and service of all portable fire extinguishers , fire hoods , and fusible links at various AACPS locations . The quantities listed on the Bid Worksheet are estimates . AACPS may add or delete locations / units as the need arises , under the same terms , conditions , and pricing of the original bid . The extinguishers that require services are not exclusive of Amerex , Ansul , Badger , Buckeye , First Alert , and Kiddie . 2 . METHOD OF AWARD AND IMPLEMENTATION Bidders shall submit all requirements as set forth in the RFB . For Step One , bidders shall submit the Technical Offer as stated in Section I , Item 4 above . The Director of Purchasing or designee shall initially review each submission for responsiveness . Submissions of offerors determined to be not responsive , or offerors determined to be not responsible shall be rejected on that basis . A selection committee ( Committee ) appointed by the General Maintenance or Director of Operations and approved by the Purchasing Office shall evaluate all Technical Offers that have been determined to be responsive from a responsible bidder , in accordance with the evaluation criteria specifically set forth in this RFB . Technical Offers shall be evaluated and determined by the Committee to be “ acceptable ” or “ unacceptable .” For Step Two , all offerors whose Technical Offer has been determined by the Committee as “ acceptable ” shall have its sealed Price Bid opened and evaluated for award . All other Price Bids shall be returned unopened or destroyed at the bidder ’ s request . Recommendation for award will be made to the technically - acceptable offeror submitting the lowest price bid and representing the best value to Anne Arundel County Public Schools in accordance with Sect . 5 - 112 of the Education Article , Maryland Annotated Code . 3 . BIDDER ’ S RESPONSIBILITY Qualified Contractors are invited to submit responses in accordance with this RFB . The Contractor shall be liable , both individually and severally , for the performance of all obligations under this Contract , and shall not be relieved on non - performance of any subcontractor . Contractor shall be the sole point of contract responsibility . AACPS shall look solely to contractor for performance of the Contract . Although not detailed in this document , AACPS reserves the right to negotiate a Contract amendment with the Contractor for additional services that may be required as it pertains to this Contract . Questions concerning this RFB shall be in writing , on the Attachment B , and emailed to all listed on the form , no ater than Wednesday , February 18 , 2026 , at noon , 12PM Eastern Standard Time . AACPS reserves the right to reject questions submitted after the deadline . 4 . CONTRACTOR ’ S RESPONSIBILITY 4 . 1 CONTRACTOR QUALIFICATIONS All Bidders shall be evaluated as to organization , ability to perform , and experience . Previous performance on AACPS contracts shall be considered in determining qualification of the Contractor . A . Contractor shall be a firm with not less than 5 years ’ experience in successfully completing jobs of the same size , nature , and complexity . The experience shall be , but not limited to , a combination of hydrostatic testing , extinguisher recharging , non - water based fixed fire extinguishing system service , fusible links , inspection , disassembly , assembly , record keeping , and completion of hangtags and invoices . B . Contractor shall have a satisfactory record of past performance . C . Contractor shall have sufficiently trained personnel to provide the services required of this contract . A list of all personnel who will provide regular and emergency service shall be submitted as part of the Technical Bid . All personnel assigned to the Contract shall be manufacturer trained . The list shall include name , title or position , number of years ’ experience in this trade , and a copy of any applicable certifications or licenses . D . Contractor shall have adequately equipped trucks and shop to service the requirements of the Contract . Bidders shall submit a listing of all vehicles and a description of the shop with its Technical Bid , E . Contractor shall be licensed by the state of Maryland to Service or Repair Portable Fire Extinguishers ( COMAR 29 . 06 . 01 . 11 ) and Non Water Based Fixed Fire Extinguishing Systems ( COMAR 29 . 06 . 01 . 11 - 1 ). A copy of this license shall be submitted with the Technical Bid .
