The CMAR will be responsible for , but not limited to the following : Programming / Pre - Design Participation • Development of conceptual budgets and schedules for each potential solution that include “ must have ” needs and “ nice to have ” wants as options . Within each schedule consideration should be given for A / E design efforts key city activities , pre construction , and construction activities . • Participate in adjacent or similar facility tours and proposed project site walks as necessary for coordination of the scope . • The CMAR shall work closely with the selected AE firm as they advance the conceptual options for the solution ( s ) identified as most advantageous to the City . • The CMAR shall refine corresponding conceptual cost estimates based on the firm ' s experience with similar facilities . Schematic and Design Development Participation • CMAR shall assist City and A / E to keep the project within the fixed project budget . • CMAR to provide recommendations to the A / E and City regarding materials , building components and systems , and also evaluate building systems , components and materials for long term performance , life cycle cost analysis , and economy .
