DEEP is seeking bids to build and install an ADA fishing pier at the Low side Lot section of Black Rock State Park on Bidwell Hill Road Watertown Ct . DEEP will provide the plans for the pier . Contractor to fully follow plans given by DEEP . DEEP will meet with contractor awarded this project to do a pre - construction meeting and go over exact layout . Contractor will also be responsible for the continuation of the existing paved sidewalk to the fishing pier . ADA Fishing Pier Contractor to build ADA fishing pier in accordance with DEEP supplied blueprints and plans . The Pier ’ s foundation system shall consist of helical anchors installed to required depths and capacities as shown on the plans . Helical Anchor Installation Helical anchors to be supplied and installed by contractor . Contractor to install per the plans and manufactures recommendations . Install anchors to specified depth , torque , and load capacity . Maintain vertical and horizontal tolerances as shown on drawings . Cut off or extend anchors shafts as necessary to achieve final elevation . Protect installed anchors from damage prior to pier construction . Pier Structural Construction Construct pier framing including beams , joists , and support brackets per issued plans . Secure pier framing to helical anchors using specified connection hardware . Install decking , railings and any other features as detailed per DEEP plans .
