INTRODUCTION : The Government requires design , procurement and integration of systems and infrastructure to conduct F & M including ( 1 ) multi - degree - of - freedom actuated model positioning system , ( 2 ) “ half - span ” balance for measuring loads on test articles and ( 3 ) external balance for measuring loads on acreage panels .
