2 . 1 Summary Statement : A . The MDTA Division of Procurement ( DOP ) is issuing this Invitation for Bids ( IFB ) for the prevision of three ( 3 ) Ford Mustang GT Fastback ( No Substitute ), as defined in this Section 2 and as specified in this IFB . B . It is MDTA ’ s intention to obtain goods and services , as specified in this IFB , from a contract between the selected Bidder and the MDTA . C . This is a single award IFB . See IFB Section 4 . 24 Bid Evaluation Criteria and Award Basis for more Contract award information . 2 . 2 Background and Purpose : A . This contract will be for the provision of three ( 3 ) new and unused Ford Mustang GT Fastback ( No Substitute ), including all necessary delivery and freight costs prepaid and allowed . The intent of the MDTA is to award a single contract to the lowest responsive and responsible Bidder . These vehicles will be used by the Maryland Transportation Authority Police ( MDTA Police ) for law enforcement activities on major state highways and roadways . The Bid Price shall be for three ( 3 ) Ford Mustang GT Fastback , with delivery freight on board destination , freight prepaid and allowed . B . The successful bidder shall be responsible for ensuring that the Ford Mustang GT Fastback are supplied in accordance with Section 2 . 3 Contractor Responsibilities and Tasks . MDTA reserves the right to inspect the Ford Mustang GT Fastback prior acceptance by MDTA , for compliance with the specifications herein . Inspection may be made by an authorized representative of MDTA at the source of supply , point of delivery or both . 2 . 2 . 1 Personnel roles and responsibilities under the IFB A . Procurement Officer - The personnel that has the primary responsibility for the management of the IFB process , for the resolution of IFB Agreement scope issues , and for authorizing any changes to the IFB . B . Contractor – The bidder that is award this IFB and is responsible for the performance of the in Section 2 . 3 Contractor Responsibilities and Tasks . C . Contractor Monitor – The contractor ’ s primary point of contract to regularly discuss progress of tasks , upcoming tasking , historical performance , and resolution of any issues that may arise pertaining to the Contractor Personnel . D . Contractor Personnel – Any official , employee , subcontractor , or subcontractor agents of the Contractor who is involved with the Task over the course of the Contract period of performance . 2 . 3 Contractor Responsibilities and Tasks : 2 . 3 . 1 General Requirements A . The intent of this specification is to describe the equipment minimally acceptable for the law enforcement vehicles described herein and shall meet all Federal and State Regulations . B . The omission of specification , which may allow less functionally than a complete operationally proper unit will not excuse the bidder from providing said correct and operational unit . C . Unless specified as “ No Exception ,” any proprietary , trade , brand , or manufacturers ’ name or part number used in describing the required equipment shall be understood to indicate the minimum standard of composition and quality desired and shall not be construed to exclude equipment that equals or exceeds the functional capability and quality of the named equipment . D . The offered units shall be the most recent design and current production model year and guarantees all equipment , parts and components offered in its bid to be new and unused . E . Workmanship shall be consistent with first class manufacturing practices . Manufacturing shall be performed in a manner that ensures interchangeability of all parts and sub - assemblies . F . All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment shall be supplied by the successful vendor . All parts shall conform in strength , quality and workmanship to the accepted standards of the industry . G . The bidder shall certify and warrant that all major components offered are compatible with each other and are approved for the application and its intended use . The bidder acknowledges that the state will rely upon the expertise , skill and judgement of the bidder in offering and furnishing suitable equipment which will perform satisfactorily for all intended uses . H . All systems shall be thoroughly tested and tuned prior to delivery . I . For evaluation purposes , bidders must respond to all requirements listed within this Invitation to Bid and shall submit the latest detailed specifications , documentation and data on the equipment bid . The MDTA DOP reserves the right to request any additional information deemed necessary for proper evaluation of bids .
