The scope includes legislative and policy review, stakeholder consultations, development of draft and final protocols, specification of required interview‑recording infrastructure, and the design and delivery of a certified, trauma‑informed training programme for a multidisciplinary cohort of justice sector professionals. The selected consultant will also pilot test the protocols, incorporate feedback from senior justice stakeholders, and produce a scaling‑up roadmap to extend the approach to other vulnerable witness groups.
