The purpose of this sole source is to continue maintenance and support services for the Georgia Department of Revenue's (DOR) Fraud Management Solution (FMS) through FAST Data Services, LLC ("Supplier" or "FDS"). The fraud management program is completely integrated into DOR's Integrated Tax System (ITS), which is created and maintained by FAST Enterprises, LLC. DOR's intent is to have a contract in place for five (5) years that includes an initial one (1) year term and four (4) - one (1) year optional renewals. This contract shall cover future software and maintenance services, and upgrades that may be needed in the scope of this project, with an initial term cost of $1,300,000.00. This contract does not offer any maximum amount for purchase. In 2015, DOR entered into contract# 47400-130-DOR0000061-0001 with FDS as a result of an RFP for Fraud Management Solution. The contract included an initial one (1) year term and four (4) one (1) year optional renewals and an added extension for 6 months through to 12/31/2020. In 2021, DOR's Sole Source# 47400-163 for Fraud Management Solution Software Support was awarded via contract# 47400-130-SS00000163 to FAST Data Services, LLC for an initial one (1) year term, four (4) - one (1) year optional renewals and a three (3) month extension through 03/31/2026. During this time, FDS enhanced FMS by implementing FAST Identity Verification Services (FIVS) in 2024, which improved and expanded the fraud detection capabilities implemented as part of the FMS. Under DOR's direction, FDS enhanced FMS by implementing FAST Identity Verification Services (FIVS) in 2024. Continued support ensures fraud detection and prevention in an effort to guarantee the existing ITS workflows and services delivery.
