SCOPE Families Together Building Solutions services provide an intensive homebased , solution - focused program assisting families with behaviorally - specific goals for a period of 90 days with a possible extension of 90 additional days . FTBS services enhance household management skills , the use of transportation networks , communication and conflict resolution skills , and increase the use and awareness of community resources . Without this service children may require out of home placement or removal to foster care . Requirements General Requirements Client Eligibility Criteria Definition of Eligibility MDHHS Child Protective Services can refer Parents or Primary Caregiver ( s ) who are responsible for the care and supervision of minor child ( ren ) and fit into one of the following categories : Have had an open case with CPS within the last 18 months , including : Open Category 3 cases . Closed Category 3 and 4 cases . Category 1 and Category 2 step - downs from more intensive services . Foster Care reunification if the Family Reunification Program is not able to accept the referral . MDHHS supervised delinquency cases . For Child and Family Safety Stability and Permanency ( CFSSP ) Funding : Families with an active Children ’ s Protective Services ( CPS ) investigation or open case . Families with an open Prevention services case . Families with minor children investigated by MDHHS CPS within the previous 18 months . Families that do not have a preponderance of evidence of child abuse or neglect after a CPS investigation , but there is a risk of future harm to the child . Families with one or more children in a MDHHS supervised out - of - home placement ( inclusive of MDHHS supervised Foster Care , Juvenile Justice and relative placement ). MDHHS adoptive families for whom a need for post adoptive services has been identified by MDHHS to prevent disruption or dissolution .
