The City of Springfield , Illinois (" City ") is accepting sealed bids for the PW27 - 03 - 04 - FY2027 Ready - Mix Concrete . SCOPE OF WORK The City of Springfield , through its Department of Public Works ( including Oak Ridge Cemetery ), and City Water , Light & Power ( CWLP ), intends to purchase Ready Mix Portland Cement Concrete and related items for use by its crews for patching , backfilling , maintenance , and replacement of sidewalks , streets and alleys . The Department of Public Works has its own ready mix truck , but at times may elect to have the materials delivered to various sites within the city limits by the bidders . GENERAL REQUIREMENTS Materials purchased must comply with the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction and Special Provisions adopted January 1 , 2022 . Due to time limitations on placing concrete , all materials shall be furnished from a Ready Mix plant located within a ten mile radius of the Public Works Garage located at 301 North 17th Street . Bidder shall be an IDOT - approved material producer / supplier and shall appear on the current IDOT List of Producers and / or Suppliers for the bid to be considered . Due to problems arising from one contractor supplying materials on a daily basis , all responsive and responsible bidders whose plant ( or plants ) are located within a ten mile radius will be awarded a contract for furnishing materials . Supplying vendors shall be selected by the Department on a case - by - case basis . The supplying vendor for a particular purchase shall be chosen , at the City ’ s sole discretion , based upon the most economical source determined by the vendor ’ s ability to supply or deliver the material with regard to job location , availability upon demand and price . Bids or individual item prices received which are felt to be non - competitive or unreasonable will be rejected . No quantities on any item are guaranteed . The City reserves the right to extend this contract for an additional one ( 1 ) year if mutually agreed upon between the City and the Bidder . SPECIFICATIONS A . Picked up at bidder ’ s plant by City truck 1 . Class SI Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 2 . Class PP - 1 Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 3 . Class PP - 2 Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 4 . CLSM ( Controlled Low - Strength Material )— shall conform to Section 1019 of the IDOT Standard Specifications . 5 . 3000 psi Fly Ash Footing Mix B . Delivered to job site by bidder 1 . Class SI Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 2 . Class PP - 1 Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 3 . Class PP - 2 Concrete — shall conform to Section 1020 of the IDOT Standard Specifications . 4 . CLSM ( Controlled Low - Strength Material )— shall shall conform to Section 1019 of the IDOT Standard Specifications . 5 . 3000 psi Fly Ash Footing Mix C . Additional Charges 1 . Extra stop charge — shall be calculated per additional stop 2 . Short load charge — charged per load delivered 3 . Weekend delivery charge — charged per load delivered 4 . Heating charge — charged per cubic yard of concrete 5 . Calcium Chloride — when requested , shall be in accordance with Article 1020 . 05 ( b ). D . Miscellaneous Items 1 . 4 - inch Expansion material — shall be ½ inch in thickness and shall be in accordance with Section 1051 of the IDOT Standard Specifications . Price shall be per linear foot . 2 . 6 - inch Expansion material — shall be ½ inch in thickness and shall be in accordance with Section 1051 of the IDOT Standard Specifications .
