Description | The purpose of this Invitation for Bid ( IFB ) is to establish an Agreement with a Contractor who offers a fixed statewide rate for scientifically acceptable genetic paternity testing services , which includes scheduling specimen collections services , sample collection , completed test results , monthly statistical reports , training designated staff , expert witness services , and litigation support in proceedings pursuant to California law in accordance with the attached Sample Contract , Exhibit A , Scope of Work . The bidder shall perform genetic tests to determine paternity and family relationships using testing protocols and procedures that meet current Standards for Relationship Testing Laboratories ( RT Standards ) developed by The Association for Advancement of Blood and Biotherapies ( AABB ). Findings of non - paternity shall be based on performing at least two approved but different genetic system procedures . For those cases where the testing is inconclusive , the bidder shall test a minimum of as many additional markers , as necessary to arrive at a conclusive result . |
