Description

Description

Apex 3 . 0 expansion funding is designed to provide assistance with initial development , covering expenses that providers cannot bill for as providers establish and grow their school based mental health ( SBMH ) programs in new schools . Further , providers are required to maximize utilization of alternative funding streams , including third party payers ( e . g ., Medicaid , private insurance , etc .), public targeted and competitive grants , and private foundation funds . As provider billable thresholds grow concurrently with SBMH program growth , as a best practice , providers are required to collaborate with the Department in an effort to reinvest available funding to grow their programs by embedding more staff and / or adding new schools for initial development ; As a best practice , approximately sixty percent ( 60 %) of time is dedicated to billable , direct services . At 60 % productivity , the embedded FTE ( clinician , therapist ) becomes self - sustainable . Successful offerors will be required to meet a minimum productivity threshold of 30 % during the initial contract period . Direct services include : 1 . Behavioral Health Assessment ( BHA ), Diagnostic Assessment ; 2 . Crisis Intervention ; 3 . Psychiatric Treatment ; 4 . Community Supports and Individual Services ( CSIS ); 5 . Individual Outpatient Therapy ( IOP ), Group Outpatient Therapy ( Group OP ), Family Outpatient Therapy ( Family OP ), and Other . The remaining 40 % of time is dedicated to non - billable services and support , such as , mental health awareness education , classroom observation , teacher consultation , staff meetings , and in - service trainings . Develop or refine comprehensive intake , referral , and case management processes . Offer mental health services year - round , including during the summer , to avoid disruption in treatment . Obtain and maintain commitment by the school leadership to support school based mental health services ( e . g ., designated space for treatment and confidential file storage , communication plan for parents and teachers to announce and coordinate the implementation of services , evidence that student support professionals support the new service and will collaborate with the mental health professional ( s ) assigned to their school , etc .).
