Description

Description

The Marion County Juvenile Department ( Department ) endeavors to support the rehabilitation of individuals in the juvenile justice system . By using GPS location monitoring products and services that are minimally obstructive to clients ’ daily lives , this aids in their ability to seek opportunities including but not limited to , employment or education . The current GPS ankle monitoring system used by the Department has proven to be less than ideal for use in situations that involve low - risk youth , and the Department is looking for a solution to this problem . As a potential solution , the Department participated in demonstration pilot programs with multiple vendors offering GPS monitoring software with mobile applications . As a result of a very successful pilot program with eHawk , Inc ., the Department established a short - term contract from August 20 , 2026 through December 31 , 2026 as a small procurement pursuant to ORS 279B . 065 and MCPR 20 - 0265 to test if this type of GPS monitoring system works as well in real life scenarios as it did during the pilot program . During this term the services proved to be an invaluable tool for the Department to provide enhanced supervision to youth offenders , and the Department started efforts to procure long term services while extending the term of the current agreement through March 31 , 2026 , in accordance with MCPCR 20 - 0265 and 20 - 0800 . In August 2025 , the Department issued a Request for Quotes ( RFQ ) for Electronic Cell Phone Monitoring Platform which turned out to be unsuccessful as the Department concluded that to receive the most appropriate services , they need to choose a vendor based not just on the cost of services , but also the variation and capabilities of desired services . Therefore , a Request for Proposals ( RFP ) would be a more effective method of procurement and since November 2025 , the process of developing an RFP for long term GPS Monitoring Software with Mobile Application services has been underway .
