GTRI/SISD requests continued support from Executive Leadership Group, Inc. (ELG) for strategic planning execution & leadership development in support of GTRIs primary sponsor, the U.S. Department of Defense (DoD). This effort represents a continuation of services established under Notice Number SN-SoleSource-50300-1192 (exp. 06/30/2026), through which ELG developed & has supported implementation of SISDs strategic plan 2015 - 2026, provided targeted assessments & support at the corporate level as well as the Directorate & Division levels, and a leadership development framework. This effort was originally sourced competitively in 2015 under RFP (2015-RFP-GTRI-0050). ELG is the only responsible source capable of fulfilling this requirement without substantial duplication of cost, unacceptable delays, and operational risk due to its unique, proven methodologies, deep institutional knowledge, deep understanding of GTRIs sponsor base, and direct involvement in the development and execution of SISDs strategic initiatives. The scope of continued support includes: - Assisting with efforts to strengthen organizational performance in pursuit of GTRIs new strategic focus areas (e.g., Golden Dome, AI, etc.) - Developing strategic planning & execution at the Directorate & Divisions levels - Facilitation of recurring Progress Review Meetings to ensure alignment, accountability, and measurable progress against defined goals - Conducting targeted assessments for a specific issue or projects - Ongoing advisory support for autonomous research strategic planning - Delivery of leadership development services, including targeted executive coaching, strategic advisement, and virtual training ELGs prior/ongoing engagement since 2015, uniquely positions GTRI to sustain continuity in strategic execution, strengthen organizational & leadership performance, and minimize disruption to established processes & performance management frameworks. Continued support is critical to achieving SISDs objectives in priority technical areas (e.g., autonomous systems, artificial intelligence, and counter-UAS) while enabling increased organizational agility & scalable growth.
