The purpose of this specification is to describe the minimum requirements for the procurement of one ( 1 ) new , readily operational , current model year , ready - to - install gyro stabilizer to replace the existing stabilizer , for use in reducing boat roll . 2 . 1 . The gyro stabilizer shall conform to the dimensions and capacities as listed in table 1 . Length 26 inches , minimum ; Width 27 inches , minimum ; Height 23 inches , minimum ; Weight 550 pounds , minimum ; Table 1 ; 3 . 1 . Stabilizer shall have a max rated speed of 8 , 400 RPM , minimum . 3 . 2 . Stabilizer shall have an angular momentum rated at 3 , 000 NMS , minimum . 3 . 3 . Stabilizer shall have a noise output of 72 dB at 1 meter , maximum . 3 . 4 . Stabilizer shall have a seawater supply to heat exchanger rated at 6 GPM , maximum . 3 . 5 . Stabilizer shall feature active control to optimize gyro torque . 3 . 6 . Stabilizer shall be controlled by an integrated dashboard display . 4 . 1 . System shall have stabilization spool - up time of 30 minutes , maximum . 4 . 1 . 1 . Spool - up power shall be 900 Watts , maximum . 4 . 1 . 2 . Spool - up power shall have an input of 12VDC at 75 Amps , maximum . 4 . 2 . System shall have a maximum operating power of 900 Watts . 4 . 3 . System shall have a DC Power input of 12 VDC at 75 Amps , maximum . 4 . 4 . Stabilizer shall have a seawater pump power input of 12 VDC at 15 Amps , Maximum .
